CM promises equal preference for all districts
HAWAI, Apr 18: Chief Minister Kalikho Pul on a visit to Anjaw said that people of the district should not expect special preference as he stressed that there would be no discrimination to any constituencies.
He said that all development issues would be addressed on the basis of merit.
CM, however, pointed that development need of Anjaw district would be taken care as usual and expressed optimism that in days to come it would emerge as ‘model district’.
For that to achieve, the CM urged the people to cooperate with the government officials and to work together. He informed that all ministries and department officials have been given independent powers and asked the people to liaise accordingly.
On education and health sector, there would be no special preference for any district and every district will have uniform infrastructure and facilities, he said.
Saying that all public representatives and government officials are meant to serve the people, he advised that no time be fixed as ‘visiting hours’ as practiced in several offices. He urged that people be given enough time to put down their grievances and no restrictions be forced upon them.
Soon after landing at Hawaii on April 17, Chief Minister visited under construction Polytechnic College at Hawai. He inspected the under construction academic block and directed the executing agency, EE PWD and the contractor to complete the time the Academic Block by August 15 for the academic session to start from the coming year as well expedite the works of staff quarters and hostel buildings. The Chief Minister was accompanied by MLAs Dr Mohesh Chai, Laisam Simai, ZPC Anjaw Heyomai Tawsik, DC Anjaw Mamata Riba, SP Guni Pertin.
In his interaction with the HoDs, Chief Minister appealed them to take up result orientated schemes/projects and ensure completion of the project on stipulated time.
Citing peace as prerequisite for development, CM told the Deputy Commissioner and the Superintendent of Police to strongly deal with the law-breakers and trouble-makers.
He instructed the Deputy Commissioner to identify and notify quarry sites in the district at the earliest.
HoDs apprised the Chief Minister about the grievances faced by the departments and the shortages of man powers and machineries in the district.
Modi behind political crisis in Arunachal: APCC
ITANAGAR, Apr 18: Arunachal Pradesh Congress Committee(APCC) has said that Prime Minister Narendra Modi has masterminded the political crisis in Arunachal and that he had a close proximity with dissident MLAs. The APCC accusation came following BJP state Unit’s claim that soon Arunachal will have a BJP govt.
BJP leader Tamiyo Taga in an executive meeting of the party workers had said that BJP was instrumental to dethroning the Nabam Tuki led Congress Govt.
The truth has surfaced with Taga’s admission even though BJP had denied involvement in the past, APCC said.
It further accused the BJP and PPA of forging a deal for “gaining petty interest” while adding that PPA MLAs must have been sold at a “wholesale basis.”
The present Govt talked about regional party ‘as being the best for the interest of the indigenous people’, however the revelation of shifting to BJP proves that they are eating their own words, said APCC said.
AACWA’s 7 days ultimatum to GoAP; lift ban on Govt transaction or face uproar

ITANAGAR, Apr 18: Amidst reports of financial crisis in the state, the All Arunachal Contractors’ Welfare Association (AACWA) has sought lifting of the ban on government transactions from April 1 within seven days.
Also demanding for abolishing the cheque authorization system, the association in its representation to the Governor has warned of democratic movement if the demands are not fulfilled within the given time.
Addressing media persons at Press Club on Monday, President of the association Takam Padu said, “We had hoped that that the situation would change with the new government but it is getting worse.” He claimed that despite of several requests to speak on the vexed issue, the CM has declined to meet them.
It also requested for transferring the funds pertaining to the salaries of SSA and RMSA to the respective directorate for disbursement of salaries.
“It is learnt that the Centre has already released the required funds but state government is yet to transfer the funds to the respective directorates for salary disbursement,” he said further reminding the CM on his announcement to release the salaries of contractual employees on time.
“The funds should be directly transferred to the societies/directorate for disbursement of the salaries but instead the funds are being deposited to the state exchequer which is where the problem lies,” he lamented.
CM assures CT scanner for Pasighat hospital
PASIGHAT, Apr 18: Chief Minister Kalikho Pul has asked for immediate procurement of 16-slide CT scanner for Pasighat General Hospital in a meeting held at Pasighat on Monday with the district health officials.
The cost of machine estimated at Rs.1.70 crore would be procured in three months, which would help doctors to investigate many types of diseases for early diagnosis,” informed the Chief Minister.
The CM assured to provide, according to the requirement specified by the health authority, one radiologist, one CT technician with proper degree and two radiographers.
On infrastructure support, he assured to provide funds for the main machine, a console and a doctor’s rooms.
Every week, the hospital receives about 10-15 patients requiring the service of CT scan and the numbers could go high if people were to come from the neighbouring districts, informed the health authority. (PRO, CMO)
Taku inspects TAH, NH-229 to be complete by 2018
SEPPA, Apr 18: Parliamentary Secretary (Power) Tapuk Taku inspected the NH-229 at Lumdung and Jayanti of East Kameng district on Sunday.
Taku while briefing the engineers and PROs of Sushee Infra & Mining Company Limited at the company camp office, Yayanti, expressed satisfaction over the progress of the works. He asked the PROs to be proactive in dealing with law and order problem, if any, during the whole process of road construction. He suggested the General Manager of the implementing agency to carry out formation cutting at entry point of Seppa to have a complete glance of Seppa town.
GM Pradeep Kumar who presented the progress report of NH-229 informed that the company took up the road constructions works from Nechupu to Hoj with total distance of 252 KMs out of which 100 KMs BT-works have been completed. Further, he said that the company is determined to complete the NH-229 in all respects by April 2018. The Sede to Pakro stretch of roads have halted due to court cases in the High Court, informed the GM. DIPRO
Two hostels for NE students in JNU, Delhi varsity soon
New Delhi, Apr 18: Two hostels for the students of the Northeast studying in the Jawaharlal Nehru University and Delhi University will soon be constructed, Union Minister Jitendra Singh said.
This was conveyed by Singh, Minister for Development of North Eastern Region, when a group of Northeast students from Delhi University called on him yesterday.
Singh told the students that in Jawaharlal Nehru University, the Ministry of DoNER has already acquired a piece of land in the campus and after some delay on account of forest clearance from Delhi administration, the land is now ready to be used for a Northeast hostel.
Similarly, he said, for the students of Delhi University, the Ministry of DoNER had written to the Vice-Chancellor to identify a piece of land where a hostel could be brought up to accommodate Northeast students studying in different colleges affiliated with the University.
The students, during the informal interaction, discussed a wide range of issues of their concern.
The students appreciated the Minister for his various initiatives taken for the Northeast students studying in Delhi.
Responding to a suggestion by students, Singh said he saw merit in the demand that in the guest houses in Delhi for eight states of the Northeast, a certain priority can be earmarked for accommodating the needy patients from these states or the poor students who come to Delhi to appear in different examinations.
He said this issue will be taken up with the Delhi based Resident Commissioners (RCs) of North Eastern states. (PTI)
PRIs have a key role in economic empowerment:DC
ITANAGAR, Apr 18: Addressing the one day brain session on participatory planning process by PRI members on “my village my development plan” initiative, Deputy Commissioner Kemo Lollen said that all the PRI members have a key role to play in economic empowerment of rural population. Proposals for projects and schemes should be selected on need base and not to make profit, he said.
In his deliberations on Gram Uday se Bharat Uday Abhiyan, Lollen said that it has been initiated to strengthen local self governance, since development starts from the village and a developed village is the true indicator of development.
He directed all the respective Administrative officers to ensure that all the events under the Abhiyan is completed as per the schedule with maximum participation from the targeted groups.
Later in the technical session, Deputy Director, SORT LK Kabak said that the planning guidelines will assist the PRI members to empower Panchayats on decision making for optimum and judicious use of resources to improved and better delivery of basic services, transparency and accountability.
Among others, PRI members from Dollungmukh , Raga Boasimla, Yachul and Ziro participated in the program. DIPRO
Maneka asks NE states to appoint Protection officers
Shillong, Apr 18: With reports of trafficking of children from the North East region, Union Minister for Women and Child Development Maneka Gandhi today said states have to appoint women protection officer in every village by year end who will act as link between the police and those in distress.
"There is enormous amount of trafficking of children going on from the North East. We find them in Kerela, Tamil Nadu and many are going to Malaysia, Thailand. It is not fair," Gandhi said.
To cope with this, states have been asked to appoint a special woman police volunteer in every village by the end of the year, the selection and training of which will be done by the SPs, she said.
The job of a special woman police volunteer in the village is to keep tab on the village and see whether children are missing, women are getting beaten by husbands, or if girls are not sent to school, the Union Women and Child Welfare Minister said.
Gandhi said the number of trafficking by using trains is over 5 lakhs annually and her ministry has taken up initiatives to put up posters to prevent such criminal acts from taking place.
She said that panic buttons will be installed in mobile phones to ensure that women in distress get immediate responses and help from those in the vicinity.
Meanwhile, the Union Minister also stated that she has taken up with her counterparts in Nepal, Pakistan and Bangladesh the issue to stop trafficking of their children and women into India and elsewhere in the world.
"We have taken this issue very seriously. I had called a meeting with these countries last month in which all NGOs working on this and others in Nepal, Pakistan and Bangladesh came," Gandhi said. (PTI)

ROING, Apr 18: In a coordination meeting on disaster management and preparedness on Monday, Deputy Commissioner (Incharge) Ruchika Katyal enquired about latest stock position of Medicine, Food items and other relief items and urged every department to nominate one Nodal Officer along with the updated list of resources available in their establishment.
She also suggested that Disaster Management Tips be imparted to public on Gram Sabha Day.
While informing flood/flash is a regular phenomenon during the monsoon in the District, she directed the DDMO to update the District Disaster Management Plan.
She informed that DC’s office has been designated as control room for any disaster which will be working round the clock. She further informed that, for public awareness, Mock Drill will be conducted at Public places.
She also sought report on circle wise vulnerable areas and instructed DDMO to coordinate with CO (LM) for Identifying and drawing out an updated Disaster prone area Map of the District.
Speaking on the event S.P Roing T.Ringu suggested for identification of active youths and involvement of Panchayat Leaders in every village in rescue and relief operation.
Earlier DDMO, Alokong Perme stressed on identification of vulnerable areas and sought updated list of inventories in every Private and Govt Departments as per prescribe format already circulated.

APIC impose penalty
ITANAGAR, Apr 18: The Arunachal Pradesh Information Commission has imposed a penalty of Rs 25000/- on PIO cum DDSE Koloriang for deliberately defying the orders of the commission in connection with the appeal case no. APIC-47/2016 made by one Gyamar Chachok.
The commission further directed that in case of his failure to comply with its order, arrest warrant will be issued against the PIO.
PPPs denied honorarium
ITANAGAR, Apr 18: In a representation to the Deputy Chief Minister-cum-Minister for Home, the East Kameng District Bar Association (EKDBA) on Monday, claimed that the empanelled advocate engaged as panel public prosecutor in the district court are not getting their honorarium as per the prescribed rate despite the state government’s directives.
The association, in its representation also demanded the government to provide sufficient fund in the concern deputy commissioner’s office so that advocates can avail the same, enhance the amount fixed per day for panel public prosecutor, grant drawing and disbursing power to CJMs existing in all the district besides, creation of regular post of CJM, JMFC, PP, Additional PP and Pos and immediate release of pending PP bills of all districts of the state.
Change in planning pattern to curb financial problems: Thongdok
BOMDILA, Apr 18: Minister Power, NCER and Research TN Thongdok said that there has been shift in the pattern of the process of planning in the State with an aim to curb the financial problems in the state.
Thongdok was addressing a meeting in the DC’s conference hall on Monday at Bomdila attended by West Kameng, DC, Dr. Sonal Swaroop and head of departments.
He informed that plans are to be prepared and subsequently sanctions of schemes are to be completed by the end of May, so as to expedite the work by September. He also urged the department concerned to prepare schemes at the earliest in consultation with the main work departments wherever necessary.
The Minister also requested the District Administration to expedite the matter of de-reservation of areas in the Kamengbari-Doimara in the West Kameng District to curb illegal extraction of Timber across the border. He also directed the DMO to place proposal for ambulance for Rupa CHC and Bomdila District Hospital.
Committee demands suspension of officer

ITANAGAR, Apr 18: The Anti Corruption and Crime Control Committee Arunachal Pradesh (ACCCCAP) has demanded immediate suspension and arrest of the Nirjuli Police Station SI P Nobin Jomoh within 7 days for alleged brutality committed against two persons inside Nirjuli Police Station.
Addressing media persons during a press conference held at the Press Club here on Monday, ACCCCAP President, Techi Gambo Tara condemned the brutal way the two persons namely, Tana Rasso Tara and Tana Tado were tortured inside Nirjuli lock up and questioned the SI’s high handedness while handling the case.
‘Police personnel are supposed to maintain law and order and not take law into their own hands’, Tara said adding that the Committee has also submitted a complaint letter to the Capital Complex SP and DIGP, Itanagar against SI Jomoh seeking immediate termination of his job and posting of another officer in his place.
Meanwhile, both Tana Rasso Tara and Tana Tado have maintained their innocence and said that on Apr 14 last, a scuffle broke out between two families over land ownership. ‘Along with people from the neighbourhood, we were trying to stop the womenfolk who were fighting among themselves but the police team led by SI Jomoh caught us forcefully and dragged us to the Police Station. There the SI beat us up for hours without commission of any offence or registering an FIR against us’, they claimed.
One of the alleged victims, Tana Tado said that the SI punched him in the face and intimidated him, while Tana Rasso said that they were also denied medical attention despite their repeated pleas. We were taken to Tomo Riba State Hospital only after 4 long hours, both claimed.
Tana Rasso further said three of his fingers have been fractured due to the torture which makes it difficult for him to take his semester examination. ‘I can’t hold a pen, my whole academic year will be wasted because of the incident,’ he rued and sought compensation for the loss of time and money.
Further, Tana Parbati W/O Tana Niya, on whose compliant the Police personnel arrested the persons, has refuted SI Jomoh’s statement wherein he said that her piggery at Nirjuli Village was damaged by a group led by Tana Tado and Tana Rassa. She claimed that the duo did not damage her piggery or hit her and said that she has never registered a case with the Nirjuli Police Station but only gave a verbal complaint to the Police when she and her family were beaten up by another group led by one Tana Tamar’s family.
Practical class for RGGP tourism students
ITANAGAR, Apr 18: The final year students of the Department of Travel and Tourism Management (TTM), Rajiv Gandhi Government Polytechnic (RGGP), Itanagar recently visited different tourist destinations located under Tezpur-Bhalukpong-Bomdilla-Tawang tourist circuit. The visit was held on April 12-16.
The educational tour was organized as part of exposure to various tourist destinations. During their visit, the students interacted with the authorities and tourists to get the practical experience in their specialized area. The visit was conducted under the guidance of Taba Tath, Head of Department in-charge (TTM) along with local tour operator.
Some of the important tourist attractions covered were- Orchid research center Tippi, Sela pass, Jaswant Garg, Nguranong Water fall, Tawang Monastry, Pt.Tso lake, Nunnery, war memorial.
Tawang was especially selected as it is the most sought after tourist destinations of state. It offers lot to the tourist, ranging from scenic beauty to one of the largest monastery and is birth place of 6th Dalai Lama, which makes it a historical place.
The exposure tour is expected to give students the real experience of how tourism industry functions. Students opined that such visits will help them gain more insight into the subject.
Gram Sabha Kisan Day organised at Tawang
TAWANG, Apr 18: In continuation to the Gram Uday Se Bharat Uday Abhiyan which was launched on April 14, a programme was conducted at DC’s Conference Hall under the chairmanship of Zilla Parishad Chairperson Jambey Tsering to celebrate the Gram Sabha Kisan Day.
The participants were enlightened about various farmer centric policies and programmes of the govt. like Pradhan Mantri Fasal Bima Yojana, Pradhan Mantri Krishi Sinchayee Yojana, Soil Health Card, Rashtriya Gokul Mission etc. Interactive session between the HoDs and farmers was the highlight of the event. Farmers were also felicitated with cash awards.
Chairperson Zilla Parishad, Jambey Tsering requested the concerned HoDs to guide the farmers as per the local specific conditions so as to ensure maximum productivity. Similar programmes were also organised at all administrative outposts and Gram Panchayats of the district to mark the day.
Further, a medical camp was organised at Muchut-Gorsam in Zemithang by Tawang Brigade under 5 Madras as part of Operation Samaritan Project. A team of Army and Civil medical experts including surgeons, medicine and dental specialists addressed the health related issues of the villagers. Free medicines were distributed and lectures on hygiene/sanitation and lifestyle diseases were also given.
The programme was attended by Head of Departments, PRI leaders, NGOs and farmers. DIPRO
AdiSU calls for proper rescue gear
NAMSAI, Apr 18: The Adi Students Union has called on the state government to equip the Department of Disaster Management with all the latest rescue equipments immediately.
Stating that the body of a 17 year old student who drowned in Jengthu River in Namsai district is yet to be recovered, the AdiSU has condemned the state government for not providing any rescue facility at the flood hit Namsai district. Instead of a trained rescue team with proper motor boats, local fishermen were engaged in country made boats for the rescue operation, it added.
Further it added that the state government has to be practical and work for the welfare of the common people by equipping the disaster management department with rescue equipments and trained personnel for tackling emergencies as the state is at high risk of earthquakes and flash floods.
Programme for adolescent girls
DOIMUKH, Apr 18: Kishori Diwas programme was conducted in Doimukh ICDS project. Altogether 60 adolescent girls participated in the programme.
CDPO Doimukh, Tana Chammaro, gave a brief introduction of the Rajiv Gandhi scheme for empowerment of adolescent girls and its objectives. She also discussed about the vitality of adolescent period and exhorted all to focus on positive aspect of life and to avail the opportunities and benefits provided by the government through various schemes.
Attending the programme, ZPM Doimukh, Tana Yayo gave away certificates to the adolescent girls who have completed one month vocational training programme under the scheme in the field of cutting and tailoring. She asked all the participants to refrain from early marriage and complete their education.
MO Doimukh, Tasso Anya spoke at length, about the adolescent reproductive and sexual health diseases, and emphasised on the effect of teenage pregnancy in one's physical and psychological aspect of life.

Tourism promotion meet for safer Ziro
ZIRO, Apr 18: The District Tourism promotion committee meeting was held in the office chamber of the Deputy Commissioner on Monday.
Chairing the meeting Lower Subansiri, Deputy Commissioner Kemo Lollen condemned the recent incident at Pechi Putu where tourists were manhandled. Reiterating zero tolerance for such ill treatment to tourists, the DC directed the police and the tourism department to make unannounced inspection in all the accommodations to ensure updated logbooks of tourist arrivals and departures. No stones should be left unturned to provide a safe environment for the tourists, he added.
Emphasizing on the need to improve cleanliness, DC Lollen said tourism cannot flourish without cleanliness. He therefore appealed all stakeholders especially the NGOs and SHGs to maintain cleanliness in the valley.
Reminding the executive order banning any form of hunting in the district, he appealed for guarding wildlife to promote eco tourism.
SP Tumme Amo suggested for proper lightning of hotel premises, installation of CCTV cameras at vulnerable points and timely submission of tourists arrivals by the hoteliers in the Ziro tourism whatsapp group.
Apatani Youth Association, president, Taku Chatung suggested for strict implementation of plastic ban and selection and registration of outdoor camping sites for the tourists.
Local issues like regulation of taxi fares, identification of trekking routes, and improvement of road conditions were discussed during the meeting.

Meeting on Chief Minister Paryatan Vikash held
NAHARLAGUN, Apr 18: Consultative meeting on Chief Minister Paryatan Vikash (CMPVY) Yojna 2015-16 was held at RCS Conference Hall between Department of Tourism and Arunachal Pradesh State Co-operative Apex Bank Limited (APSCABL) in presence of the beneficiaries.
Tourism Deputy Director, Tage Buda told that CMPVY has been launched by the state government for promotion of tourism sector in the state where assistance in the form of capital subsidy with credit support from the state owned Apex Bank will be provided to the registered and functional tour operators to improve tourism related infrastructures.
Accordingly, he added the existing Mukhya Mantri Pariyatan Vikas Yojna scheme has been restructured by a modified scheme enhancing the scope for other avenues as CMPVY incorporating other tourism related schemes like adventure sports, food court/restaurants and home stay activities.
Stating that the APSCABL has been associated with the Department of Tourism since last three to promote tourism in the state, its MD, T Thongdok informed the bank provides credit requirements to unemployed youths and farmers for agriculture activities.
Expressing that basic facilities and infrastructures are required for promoting tourism in the state, he informed that the State government would provide loan for purchasing adventure sports equipments, opening of food court and home stay to various beneficiaries.
Thongdok further said Apex Bank branches will be opened up in almost every villages of the state where there is no connectivity and ATM facility will also be introduced to facilitate the account holders.
Joint RCS of Arunachal Pradesh Cooperative Society has exhorted the beneficiaries to take care of guests and customers while running any kind of business establishment.
He said cleanliness and hospitality should be maintained for successful conduct of tourism business, adding any activity will be for economic development of an individual as well as for the benefit of the state.
Tourism Assistant Director, Bengia Manna Sonam called for proper utilization of the scheme and asked the beneficiaries to be well coordinated with bank authority and the tourism officials.
She said the department has been encouraging the unemployed youths by training them in the field of food catering, housekeeping, hospitality under Hunar Se Rozgar Thak scheme.

Start Model College from coming session: AKKDSU
ITANAGAR, Apr 18: The All Kra-Daadi District Students’ Union (AKDDSU) led by its President Gora Rikam on Monday met education minister Wanglin Lowangdong to submit a memorandum requesting the early start of Model College at Langbia village, Palin under Kra-Daadi district.
Union claims that construction of college building has already been completed but yet to be formally inaugurated due to which it remains non-functional. Lamenting the fact that non-functioning of the model college is creating hardships for the students of Kra-Daadi and Kurung Kumey districts, the union informed that due to it the students are forced to seek admissions in Itanagar and other parts of the state to pursue higher education. They further added that many poor students who can’t fund the education outside the district are being deprived of opportunities to pursue higher education.
Union has earnestly appealed to the education minister to take initiative for early functioning of the Model College. They implored minister to do the needful by posting adequate faculty and staffs and make Model College functional from academic session of 2016-2017. On his part, the minister made a sincere commitment to form a committee to visit the Model College and look into the matter or to visit the place himself.
AKDDSU also drew the attention of minister towards issue of shortage of teachers in the Govt. Higher Secondary School, Palin. The Minister has assured to look into the matter.
Shanliana takes charge as IGP
PASIGHAT, Apr 18: LH Shanliana took charge as the Inspector General of Police (IGP) of Central Range here at Pasighat Headquarter.
According to official source, thirty six IPS Officers under AGMUT were promoted to the rank of DGP, Addl. DGP, IGP DIG and SP Selection Grades. He joined Arunachal Pradesh police in September 2014 as DIGP (Central Range), Pasighat.

Tawang, Apr 18 : The 15th battalion of Rajputana Rifles, under the aegis of 190 Mountain brigade Tawang, reached out to the local populace of Taksang Gompa. Taking cognizance of the inclement weather conditions of the hamlet situated near Indo- Sino border, 45 Kms from Tawang, Army distributed 200 blankets, carpets and shawls at the village residential school yesterday.
Brigadier DS Khuswah, commander, 190 Mtn brigade, stressed upon the vitality of fostering the robust bond between the locals and defence personnel. ''Army is a profession of brave, stringent discipline, punctuality and selfless dedication'', he said while motivating the youths to join Sainik Schools and the armed forces.
Documentary on Naga folk music to travel to China
New Delhi, Apr 18: In a rare honour, Utpal Borpujari’s much-acclaimed documentary “Songs of the Blue Hills” that chronicles the contemporary Naga folk music practices, has been invited to China’s topmost musical institution Central Conservatory of Music.
The Beijing-based institution has produced some of China’s topmost musicians. “It’s a great honour to be able to present my film before the faculty and students of a world famous musical institution, more so as I would be able to give them an introduction to the rich cultural heritage of Northeast India in general and Nagaland in particular,” said Borpujari, who will also discuss about trends in Indian film music with the students and faculty there.
“Songs of the Blue Hills” has earlier been screened in nearly 20 international film festivals, including in various European countries, the United States, China and India. It was also selected to the prestigious Indian Panorama section of the International Film Festival of India (IFFI) in 2014.
NSS Summer Special Camp
AALO, Apr 18: Three days summer special camp was organized at Paya Village by the NSS unit of SFS College, Aalo under the initiation of Prgramme Officer Reyom Ete.
The activities covered during the camp included cultural night, trekking, rock climbing, sports activities, cleanliness drive.
Marge Ete, ASM of the Village expressed his happiness at the adoption of Paya as a part of NSS programme by SFS College and congratulated all the volunteers for teaching life skills to the villagers and assured full cooperation from the village authority in near future.

Longtey celebrated
ITANAGAR, Apr 18: Longtey festival was celebrated at Chebag under Phassang circle and Gyamar and Gangni Dolo under Nyapin circle from April 13 to 15 last. Attending the festival at Chebang village, chief councilor, Itanagar Municipal Council (IMC) Kipa Kaku and councilor ward no 3 IMC, Takap Tagru, said the festival celebration will go a long way in preserving the local traditional customs and traditions of the Nyishi society.
Do not collect fees from students: APATCYO
ITANAGAR, Apr 18: The Arunachal Pradesh Abo-Tani Clans Youth Organization (APATCYO) has said that fees should not be collected from students of all the government schools in the new academic session.
In its ultimatum to the chief secretary seeking issue of an order to all the schools not to collect fees, the organization threatened to go for democratic movement if the demand is not fulfilled within 15 days.
Its other demands include , procurement and supply of textbooks to be issued by concern DDSE, decentralization of procurement and supply of free school uniform, proper implementation of mid day meal scheme and supply of teaching learning equipments, text books, uniforms etc to students before start of the coming academic session.

ITANAGAR, Apr 18: In a PIL No. 04 (AP) 2016 filed in the Gauhati High Court, Itanagar Permanent Bench on Apr 16 last filed by Nabam Tagam and another seeking enquiry into the political activities of the government employees who are office bearers of the Nyishi Elite Society, the Court on Apr 10 last ordered to list the matter after four weeks before appropriate bench.
AAPSU-ATASU holds meeting
ITANAGAR, Apr 18: The members of All Arunachal Pradesh Students Union (AAPSU) and All Tai Ahom Students Union (ATASU) Kamrup District Committee met on Monday in Itanagar.
The main motto of holding the meet was to maintain the age old relation between people of Assam and Arunachal Pradesh.
“We also need to amicably settle the boundary disputes, ATASU stated in a release as it advocated for better alliance between the two states.
The AAPSU team was led by President Kamta Lapung while ATASU team was led by its president Chao Benudhar Gogoi and General Secretary Basant Gogoi.

ITANAGAR, Apr 18: All Arunachal Pradesh Trans Arunachal Highway Welfare Association (AAPTAHWA) has called for shifting back of the regional office of ministry of road transport and highway (MoRTH) from Tezpur to Itanagar within the month of April.
In its letter submitted to the chief minister saying that the shift has hampered the ongoing highway works in the state, it has warned of not allowing the highway works to operate if its demand is not fulfilled. The MRTH office was shifted to Tezpur from Itanagar last year.

KWS condemns assault on senior member
ITANAGAR, Apr 18: The Kara Welfare Society (KWS) has condemned the physical assault on Talen Haji, a senior member of the society at Ganga Market on April 13.
The society has demanded thorough judicial enquiry into the matter and to give exemplary punishment as per law to the culprit. The KWS has also appealed to the Parliamentary Secretary Home to look into the matter seriously and take the needed action.
You are cutting at root of democracy, Uttarakhand HC tells Centre
NAINITAL, Apr 18: The Uttarakhand high court on Monday asked the Centre whether it was not "totally extraneous" for the Union government to be concerned over the disqualification of nine rebel MLAs and to "interfere" in the affairs of the state which has to be done only in "extraordinary instances".
"What is passing through our mind is, is it the lookout of the Central government as to what would have happened on March 28 (when floor test was to be held) in view of the changed composition and in view of the nine ousted MLAs...?
"Will it not be totally extraneous for Central government, which is ruled by another political party, to be concerned by changed composition...," a bench of Chief Justice KM Joseph and Justice VK Bist asked attorney general Mukul Rohatgi.
The bench was hearing a writ petition of the ousted chief minister Harish Rawat plea challenging imposition of President's rule on March 26.
he bench said it (the demand for division of votes in the assembly when appropriation Bill was introduced) was only a "solitary instance" and added "this is what is colouring our minds. Can one solitary instance topple a democratically-elected government in its fourth-fifth year... root of the matter is you are cutting at root of democracy".
Attorney general Mukul Rohatgi contended that the speaker's decision to not allow 35 MLAs to vote on their demand for division, when the money bill was introduced, amounted to "destroying democracy" as the 35 constituted the majority view.
He alleged that former chief minister Harish Rawat and the speaker were "in cahoots" and "scuttled the demand for division".
He claimed that since no vote was held, the money bill had failed and this amounted to the state government having fallen on March 18.
The Uttarakhand High Court also observed that the state Governor should have "stayed his hands" while dealing with the Speaker over proceedings in the Assembly saying he (Speaker)is also a Constitutional authority and "any intrusion" into his freedom should be guarded.
Making these observations at the end of a day-long hearing, the division bench of the court said that this case was going to be an example where boundaries between Constitutional authorities like President and Governor were drawn to ensure that powers "are not trampled upon by one or the other authority." Even as defence Minister Manohar Parrikar is on an official visit to neighbouring
China, the Chinese state media is virtually mocking the India. State-
Mr Parrikar immediately after arriving in China declared that India attaches highest priority to its relationship with China and is committed to further develop the ties. During his 5 days tour he is expected to meet several Chinese officials including Prime Minister Li Keqiang. The most significant part of his tour would be visit to China's recently integrated western command military headquarters which has jurisdiction over border with India. The constant Chinese incursion inside Indian territories in Ladakh and Arunachal Pradesh is matter of deep concern. Especially for the people of Arunachal it's an emotional issue. Due to Chinese claim over state, many Arunachalees are issued stapled visa. The government of India refuses to accept stapled visa. Because of this situation many sportspersons, academicians and businessmen are not able to visit China. Defence minister should raise this issue with the Chinese officials. Also two countries should try to amicably settle all the outstanding issues including that of boundary row. At a time when two countries are trying to build closer relation, the provocative article by state run Chinese media will not help the cause. They should help to create mutual trust, so that talks between two nations can take place in a healthy atmosphere.

Arunachal Civil Society would like to urge Chief Minister Kalikho Pul to inspect
those backward districts like Kurung Kumey and Kraa-
ACS would also like to question the Govt. as to how within a short period it issued authorization of LOC before completion of administrative approval, expenditure sanctions and budgetary support under RE because the same scheme or projects takes at least three to six months to complete each official process.
Regarding the cheque bounce issue, it seems as if Pul led Govt. is playing foul.
If the cheques of contractors are not cleared within the stipulated period then the Government has to face the consequences. Therefore, ACS requests CM to work out the mechanism.
